As Intact Public Entities’ president and principal broker, Larry Ryan possesses a unique perspective on the municipal insurance environment and understands the unique challenges municipalities are facing today. Prior to joining Intact Public Entities in 2011, he worked in the municipal sector for over 25 years, previously as the CFO for a large Ontario municipality. Ryan is a Chartered Professional Accountant and has an accounting degree from the University of Waterloo. In addition, he holds an RIBO license and is a former member of the Conestoga College Board of Governors. He previously sat on the Municipal Property Assessment Corp. Board and is a past president of a family counselling non-profit organization. He has been involved in various municipal associations, including AMO and MFOA.

Glenn Minnis is Intact Public Entities’ president and principal broker with over 19 years of experience in the property and casualty industry. Notable roles over his career include Intact Public Entities’ head of operations, director of Intact’s Specialty Solutions division, overseeing several verticals in the Ontario and Atlantic division, director of non-standard risks, commercial groups (programs) and excess property, and national director for non- standard risks. Prior to joining Intact, he spent nearly eight years at a leading Canadian Lloyd’s Service Company, where he opened and led their Western division before moving into a national property product line leadership role. Thereafter, he became head of sector propositions, where he was tasked with designing a comprehensive sector offering that combined a complete insurance solution with business services, such as tax and legal advice.

Prior to joining Intact Public Entities, Oroka held various underwriting and leadership positions with leading Canadian and global insurers, including an earlier three-plus year tenure with Intact Public Entities as underwriting manager. In his over 18 years of insurance industry experience, his expertise has primarily centered around underwriting municipal and energy risks, including managing programs book of business. Oroka is a Chartered Insurance Professional and holds bachelor’s and master’s degrees in economics.

Josie Pachis
Vice President, Claims
Josie Pachis is Intact Public Entities’ vice president, claims with over 30 years of industry experience, including roles of increasing accountability in claims. Her responsibilities include management and leadership of the claims team, with an emphasis on operations, administration, third-party administration, operations, compliance, and vendor management. She has a strong background in both liability and auto claims, having led teams responsible for handling both commercial and personal claims. In addition, Pachis has an extensive litigation background, including accountability for developing, implementing and leading a Canadian Staff Legal Department. She has also held the role of global claims liaison and Canadian operation crisis management lead, and is a past member of the IBC Claims Committee.

Helen Johnson leads the PwC Legal tax practice and the New Zealand international tax team. Chris Baldock leads the PwC Legal employment practice in New Zealand. Taking a highly commercial approach, his team helps employers navigate the nuances and challenges of New Zealand’s unique and evolving labour law regime.
Baldock has worked with some of New Zealand’s largest organisations and advises on all manner of workplace legal issues, including statutory compliance, M&A people matters, workplace safety, disciplinary and performance issues, complex restructuring and change processes, Holidays Act compliance, collective bargaining and industrial action, and regulatory investigations and prosecutions.
With a commercial litigation background, he has appeared regularly before the Employment Relations Authority and the courts.

Thierry Pascal has over 13 years of experience in business and corporate banking in various financial/credit analytical and relationship management roles with the NAB and CBA.
After a career break to undertake postgraduate studies, he joined GE Capital as a senior risk analyst in premium funding in 2010. Following the divestment of the premium funding business to the Macquarie Group in 2015, he joined Macquarie Premium Funding and was promoted to credit risk manager, where he led the credit underwriting team.
Following the re-branding to IQumulate Premium Funding, Pascal was recently promoted to head of credit and legal, a role that sees him manage the credit underwriting team as well as oversee IQumulate’s in-house legal function.
Pascal holds undergraduate and postgraduate tertiary qualifications in accounting and law.

Cemal Akgul sees the head of risk and collections role as pivotal in guiding and influencing business decisions. He has more than 15 years of experience across financial and government services, most recently with the NDIS, where he was the leading consultant driving the Risk Management process’ nationwide. Prior to that, he served various roles at BMW Finance across the United States, Hong Kong, Germany and Australia.
During Akgul’s tenure at BMW Finance, he predominately worked in risk management, guiding the organisation through seismic changes between 2016 and 2018. In his time prior, he was based out of New York, leading BMW Finance’s American subsidiary's market risk and data analytics teams between 2011 and 2016.
Akgul values a balanced approach to business, encourages a positive work culture and is passionate about teaching and guiding the business and individuals at IQumulate.
