Profile
Carmen Hogan has spent more than four decades shaping the Canadian health care and insurance landscape. Her journey in the sector began in 1980, quickly distinguishing herself in a male-dominated industry through deep client focus and a forward-thinking mindset that has consistently pushed the boundaries of the health care and insurance industry.
In 1986, she was the first to introduce in-house administrative outsourcing solutions at Aetna Canada. She was also among the first to introduce personal spending accounts to the Canadian insurance market, a market-defining innovation that reimaged how people can use and customize their benefits experience.
For the past 15 years, Hogan has played a pivotal role at GreenShield, Canada’s only national non-profit health care and insurance organization. She’s been instrumental in driving unprecedented growth and redefining industry standards. Early in her tenure, she led sales and operations teams during times of rapid expansion, doubling their book of business.
“I look at every day as an opportunity to help others, whether it be colleagues, clients, or people starting out in their careers. I genuinely care about others,” she explains. “I also enjoy problem-solving. There’s always a way to move from saying ‘no’ to saying ‘yes, but.’”
In 2018, Hogan was a key player in executing GreenShield’s 2025 strategic plan to double in size and become the first organization in Canada to operate as a payer-provider, offering insurance, administering benefits, and paying claims as a payer while offering health services as a provider.
The organization ultimately achieved several goals ahead of schedule:
doubling revenues to more than $5B
increasing operating margin sevenfold
quintupling their annual investment in social impact initiatives
By the end of 2025, GreenShield was reaching over 7.5 million members across the country and had positively impacted the health and well-being of over one million Canadians through its social impact platform.
Hogan is also deeply committed to improving health care access and equity. She supports product initiatives aimed at addressing care gaps, including in women’s health and Indigenous mental health. She also served on the volunteer board of Kerry’s Place for six years, Canada’s largest provider of services for individuals with autism.
She has always been a bold industry innovator, continuously raising the bar for how the industry operates. She’s also been a dedicated wife and mother, spending 15 years as her husband’s caregiver, balancing work and home life without compromising family.
As GreenShield has evolved into an integrated health care and insurance organization, Hogan’s leadership has guided teams through significant shifts in structure and strategy, reinforcing a shared commitment to driving better health outcomes for all Canadians.
Those who work closely with Hogan emphasize her deep industry knowledge, ability to connect with people, and dedication to clients. This reputation for knowing the landscape and the people in it has made her both a valued partner and mentor.
Regarding her legacy, she says, “I would like to be known for my caring attitude and my ability to get things done.”

As a founding member of WOW! (Women. Opportunity. Winning.), an employee resource group created for all women of Ryan Specialty, Phillips Topping has long championed for women in the industry.
“It’s very important to set an example and to not only inspire but mentor other females,” she adds.
In addition to her sharp marketing eye, the key to Phillips Topping’s success lies in her high-energy approach and positive attitude.
“As the leader of a team, it’s important to motivate and encourage your team members. People work very hard and do their best and it’s important to recognize these efforts. For my career overall, my attitude has been one of curiosity. The more you can learn, the better you’ll understand the business, and then the deeper your knowledge will become, making you a better team member.”

Empathy underpins that discipline. Prickett has struggled in the industry. She has felt what it is like when promised support does not materialize. Having worked across almost every function in the company, she understands operational detail and the pressure agents face. That shared experience shapes her leadership.
Structural barriers also shaped her path. As a woman and a mother, she encountered the assumption that serious business building required keeping priorities “out of order for a time.” She also experienced the double standard that frames firm women as difficult while praising similar behaviour in men.
“If you have a choice between being liked and doing the right thing, doing the right thing is always better, even if it’s the unpopular thing,” Prickett says.
She wants to dismantle the expectation that women must choose between career and family, or between strength and kindness. In her view, leadership demands both conviction and care.
Being named an Elite Woman carries weight. Prickett did not have female role models in the industry when she started. She hopes visibility changes that. “I hope I can be an example. Not of perfection, but of persistence. Of building from your values and staying true to who you are.”
The legacy Prickett is still defining centres on proof – proof that a large, profitable company can grow without sacrificing integrity; proof that agents can build real assets while keeping their priorities intact; and proof that leadership does not require abandoning who you are to succeed.
