Phil Hobbs is president and managing director of LSM and ARM, a $5-billion global specialty business. LSM has a network of offices in more than 20 countries, covering all the major international insurance hubs, and is one of the largest Lloyd’s syndicates. Hobbs is also responsible for running Asia Retail Markets (ARM), a $1.5-billion personal and retail lines insurer trading across seven countries.
He was previously LSM deputy managing director and CUO for five years and a board member of LSM’s Company and Syndicate platforms. He has been with the organisation for more than 15 years and was the chief actuary for the first 10 of those. He was a member of the International Association of Underwriters from 2019, serving as chair from 2023 to 2024.
During his time on the executive team at LSM, the organisation has significantly increased its impact in the markets where it operates and continues to enhance its offering to the customers it serves. Having made the dynamic moves from chief actuary to underwriting to president, Hobbs has always been committed to developing talent and moving the business into the future.

Mel O’Neill is the chief underwriting officer for LSM London. She was promoted to the role, taking on responsibility for all London underwriting divisions in January 2023, having been CUO of the commercial pillar since July 2020. Prior to this, she was head of professional lines at LSM since 2016, in charge of professional indemnity/liability and strategic assets (which included both cyber and intellectual property liability) across the UK and Europe.
With over 30 years of experience in insurance, O’Neill is ACII, Chartered Insurer, qualified.

Luis Prato assumed the role of president of LSM London in December 2023. He is responsible for setting, owning and executing the strategy for the London insurance business. Working closely with Mel, he collaborates on the annual plan for London and contributes to driving a successful client and broker strategy aligned with LSM’s risk appetite and broader market conditions.
With over 30 years of industry experience, Prato most recently served as CUO UK and Lloyd’s and was an active underwriter of Syndicate 2003 at AXA XL.

Jane Warren joined LSM in 2019 as the UK legal entities managing director, taking on the additional role of active underwriter of LSM’s Syndicate 4472 in 2021. A strong leader, she is responsible for leading LSM’s relationship with Lloyd’s of London and relevant regulators.
With over 20 years of experience in the insurance industry in senior management, operations, re/insurance underwriting, risk management, broking and regulatory roles, Warren brings a wealth of expertise. She joined Liberty in 2019 from Axis Specialty Europe, where she served as the chief operating officer.

Jean Sharp is a non-executive director. She is also chair of Flood Re’s audit and compliance committee and the company’s whistleblowing champion. She is also an independent NDE at Personal Assets Trust and FBD Holding (an Irish insurance group). She spent over 20 years in financial services with Aviva and is a former partner with EY. Sharp is a chartered accountant.

He’s an actuary with over 30 years of experience in financial services in roles including CEO, CRO and group chief actuary. He’s held directorships in the UK, Bermuda, Ireland, India, South Africa, Malta and Luxembourg and has been on the Council of the Institute and Faculty of Actuaries. Thomas is dyslexic, which he believes can bring a different perspective.
