Rebecca Menefee is a partner and vice president of M3 Elevate, a division of M3 Insurance with specializations in business insurance and employee benefits for growing companies, personal lines, and Medicare. In this role, she provides sales leadership and employee development support, executing on various strategies to grow and retain M3’s client base within M3 Elevate.
Menefee earned her Bachelor of Science degree in healthcare administration from the University of Phoenix in 2005. She gained experience in the medical field (finance, sales, operations, and account management) through various roles with AIM Healthcare, Anthem/Wellpoint, and United Healthcare. She went on to serve as sales manager for Dental Associates and CarePlus Dental Plans, which involved selling, leading, mentoring, strategic planning, and developing insurance products.
In 2016, Menefee joined M3 Insurance as employee benefits sales manager. She was promoted to sales director in 2018 and vice president in 2020, and she was named partner in 2023. She is active in a variety of community and business organizations, including the Greater Milwaukee Employee Benefits Council and the American Heart Association.
She enjoys golfing, traveling, and spending time with her husband, Mike, and their two sons.

“As the leader of a team, it’s important to motivate and encourage your team members. People work very hard and do their best and it’s important to recognize these efforts. For my career overall, my attitude has been one of curiosity. The more you can learn, the better you’ll understand the business, and then the deeper your knowledge will become, making you a better team member.”

Since joining the firm in 2015, Ryan Specialty has:

• launched 10 companies
“With each acquisition and de novo formation, a large branding component is involved,” says Phillips Topping.
Speaking on the importance of spotlighting marketing professionals, Phillips Topping says, “It’s imperative to shine a light on those who aren’t necessarily brokers or underwriters. There are so many different aspects of the industry. It’s nice to show all the great work that’s being done behind the scenes.”
