Peter C. Foy is the founder & chairman and former CEO of PCF Insurance Services.
The firm began as Peter C. Foy & Associates in 1987, offering complete risk management and healthcare solutions, quickly becoming one of the largest insurance agencies in the greater Los Angeles area. The shift to PCF Insurance Services occurred in 2017 as the firm began to acquire other agencies across the US and expand nationally.
Foy says, “I quickly surrounded myself with like-minded entrepreneurs who had other areas of focus, and our collective portfolio of insurance and risk management offerings widened to a point where we can proudly say that there is likely not a risk that we can’t cover.”
The firm has experienced high levels of growth and, in 2023, was valued at $4.7 billion with over 3,500 employees.
“The biggest challenge I face in my current role is keeping up with the exponential growth of our organization,” says Foy. “We’re a team of ambitious go-getters who love nothing more than rolling up our sleeves and tackling whatever challenge or obstacle might stand in the way of our clients, our co-workers, and even our communities.”

Foy’s role has evolved as the firm has become larger. He no longer has client-facing duties but dedicates his time to ensuring his team has the infrastructure, technology, and resources in place to serve current and prospective clients. He is also active in adding more agencies to the PCF family that align with the group’s core values.
PCF Insurance has achieved annual revenues of over $700 million, and due to Foy’s drive, it is set to become even bigger and more successful.
“I’ve been incredibly blessed in my career, celebrating many significant achievements and milestones on my journey,” he says. “I have an entrepreneurial mindset – always building, always innovating, and always learning – but at the end of the day, I truly believe that I have yet to accomplish the biggest achievement of my career.”
Under Foy’s leadership, PCF Insurance has created industry practice groups that serve as in-house hubs of deep knowledge and industry experience, robust data and analytics that provide leading indicators and trends, and expanded market access in many cases.
Foy is ultimately a trailblazer and has a deep sense of pride in what he has been able to achieve. Many industry experts doubted his model would work, let alone be so successful.
He says, “This vision to build PCF Insurance was my own, and not many of my peers have been similarly blessed. Perhaps they were CEO or president of their organization, and rightfully so – many are incredible leaders – but only a few can say that they were able to see their built-from-scratch dream come to fruition like I have. I’ve been fortunate enough to have had great people invest in me and my vision for PCF Insurance and are continuing to do so.”
What are his plans for the future?
On a business level, “more of the same. I will continue to empower and encourage my staff to perform at their best as I have done for the last decade. I will continue to advocate for my clients, embracing new technology and being open to business and industry changes.”
On a personal level, Dixon invests significant time, effort and funds, along with his GT3, to support many charities through his passion for motorsport. From participating in and sponsoring the Thunderbolt Run (which provides tens of thousands of dollars in support for Beyond Blue and Prostate Cancer), to organising and running the Track Knights for Amira charity night where 28 Exotic Supercars raised funds through passenger laps in wet conditions, Dixon states “this is our time to give back to the community and those in need. My friendships and association with those seeking to do the same, allows us to contribute to those less fortunate and raise funds and awareness”.
He adds: “To be able to give back to the community is rewarding and fulfilling. I am honoured to be in a position where I can raise funds for those less fortunate and in need.”
