“I will continue to empower and encourage my staff to perform at their best as I have done for the last decade. I will continue to advocate for my clients, embracing new technology and being open to business and industry changes”
Ken Dixon,
Dixon Insurance Services
Jacey Norberg is area president for Risk Placement Services (RPS) which includes responsibility for the firm’s offices in Eau Claire and Waukesha, WI along with Omaha, NE.
Her route to becoming an industry leader began under unusual circumstances. It was sparked by talking to a woman while working as a waitress, which she did alongside her business administration/HR studies at the University of Wisconsin-Stout.
“A few weeks later, that woman called the supper club and asked to speak to me. She was opening up a wholesale operation in MN for a company based in Seattle, WA, and asked if I would like to take a semester off of school to be a receptionist for them. I accepted that position and the ball was rolling.”
Over the next decade, Norberg moved steadily upwards through the levels:

Then, she spotted an opportunity in 2010 with RPS in Minneapolis as an underwriter/broker. Over time, she was transferred to the Eau Claire office as a sales manager before being promoted to area president in 2019.
Norberg oversees a team that operates in specializations including:
brokerage
binding P&C
transportation
personal lines
agribusiness
What has marked Norberg out is turning the Eau Claire office around, as it was underperforming before her arrival.
Her focus has been on supporting and mentoring her team and enabling them to be better.
“My priority is letting my staff know that they are never alone, and that I will do anything I possibly can to help them through every challenge.”
And she stresses that empathy is key.
Norberg adds, “I have worked in every position imaginable on the wholesale side of the insurance industry, starting as a receptionist and moving my way through the ranks. Having worn so many different hats gives me the empathy to understand the challenges of each position, which helps me effectively mentor our talent.”
Another strength that enables Norberg to stand out as a leader is her experience. She is able to guide her team after witnessing so much throughout her career.
She explains, “We have young people coming into the industry during an unprecedented time looking for help navigating this market, seasoned people trying to help their clients who are facing constant non-renewals, and clients looking to us for help more than ever before. I try to be the calm within the storm, staying steady and helping as many people as I can.”
RPS plans to task Norberg with overseeing additional offices, as she becomes a bigger part of the company’s future.
“If I could describe my approach in one word it would be positivity. I strive to always look on the bright side and seek solutions instead of getting dragged down into the minutiae of problems. Positivity has been pivotal in my success throughout my career.”
