Charles Moore-Gillon, underwriting lead at Celerity Risk, navigates one of the industry’s toughest balancing acts: creating meaningful new business growth while protecting profitability.
“In the current rate environment,” he explains, “this requires discipline and strategic underwriting. I’m fortunate to work with a very capable team that’s executing on that balance effectively. We’re focused on protecting capital while still growing our book in an impactful way.”
Moore-Gillon stands out for his persistence and responsiveness while also approaching more complex deals with a sense of flexibility and collaboration.
“Underwriting isn’t always black and white—there’s a creative element that comes with understanding nuances of less traditional risks.”
His career didn’t begin with a detailed roadmap, but it was far from aimless. Rather than waiting for an opportunity to come to him, he created it—repeatedly calling the COO of a large specialty insurance group he admired until the executive finally took his call. That determination paid off, landing Moore-Gillon a spot in a competitive associate program, and putting him on a fast track bolstered by influential mentors.
Through learning and observation, Moore-Gillon has seen firsthand what strong leadership looks like throughout his time in the industry.
“That foundation has given me the confidence to take ownership of my role, to support my team, and to stay focused on long-term growth,” he says. “In my first few years, I focused on developing strong connections and learning the industry, and many of those early relationships continue to pay dividends today.”
Much of Moore-Gillon’s success can be traced to two key traits: persistence and responsiveness. While these may seem fundamental, he believes they are too often overlooked in a high-pressure, fast-paced industry. “There’s a lot of business to be had by doing the right thing and following through when others don’t,” he notes.
The combination of Moore-Gillon’s dependability and technical skills enables him to bring a nuanced, collaborative approach to underwriting. He sees complex deals not as hurdles but as creative challenges —ones that benefit from adaptability and open communication. That mindset, developed early on, has helped him build lasting industry relationships and a strong professional reputation.
Mentorship has been a central theme throughout Moore-Gillon’s journey. He has sought and valued input from senior leaders across specialties, crediting them with helping him refine his judgment, confidence, and long-term focus. Looking ahead, he’s eager to pay that forward.
“I hope to remain committed to supporting the next generation of insurance professionals and helping them build successful, sustainable careers in the industry,” he adds.
Being named an IBA Rising Star 2025 for Moore-Gillon is not just a milestone, but a source of additional motivation.
“It’s a meaningful acknowledgement that consistent effort and focus make an impact,” he says. “I plan to continue building my technical expertise and delivering value to both brokers and their clients.”

A significant part of his focus today is staying ahead of regulatory change while maintaining a seamless client experience. He tracks updates from regulators and lenders closely and works with his teams to adjust systems as needed.
“My approach to my role and my career has always been rooted in passion, focus, and a relentless pursuit of excellence,” he says. “I’ve never been driven solely by profit or business metrics. I believe in hiring great talent, trusting them, and pushing boundaries because innovation doesn’t come from playing it safe.”
His experience isn’t limited to Canada. Ibrahim has worked in the US and UAE, which shaped his global perspective and comfort with adapting to different markets. He thrives on risk, viewing setbacks as stepping stones to progress.
