David DeSilva is the head of construction within The Hartford’s middle and large commercial organization. In his role, he is responsible for overall vision, strategy and portfolio management of the guaranteed cost, loss sensitive, wrap-up, excess, and contractors’ professional and pollution portfolios. He is accountable for the profit and loss of the business unit, as well as overseeing underwriting and field operations for all lines of business.
David began his insurance career with The Hartford in 2010 as an underwriter. Since then, he has served in various roles of increasing responsibility in management and underwriting, including small commercial, key accounts and construction.
He holds an MBA from Gardner Webb University and a BS in Physical Education with a minor in Business Administration from Mars Hill University. He is a Hartford Honor’s Circle winner and an Underwriting Excellence Award winner. David resides in Alexandria, VA with his wife and daughter. He loves all sports and is a former collegiate athlete and summer league baseball coach.

In her current role, Heather is responsible for the profit and loss of her segments, setting the underwriting appetite, guidelines and strategy, as well as focusing the team on long-term vision, culture, process, book management, and empowerment to meet and exceed client needs.
She graduated magna cum laude from Western New England College and holds the CPCU designation. She resides in Somers, CT with her daughter and enjoys camping and golfing in addition to volunteer work as often as she can.

She holds a Bachelor of Science in Business Administration with a major in Business Finance from California State University, Northridge and an MBA from Pepperdine University. Nicole Bacon is the regional vice president and leads construction’s Western division. Her territory spans 12 states to include Colorado West In her role, she is responsible for the profit and loss within her region, as well as development of an overall strategy and execution of initiatives for guaranteed cost, loss sensitive, and wrap-up.
Prior to joining The Hartford in 2020, Nicole served in various roles of increasing responsibility in underwriting and management at ACE/Chubb and Travelers. In her 20-year career, she has managed construction claims, umbrella, workers’ compensation, general liability and property from the Los Angeles territory.
She holds a Bachelor of Science in Business Administration with a major in Business Finance from California State University, Northridge and an MBA from Pepperdine University. She resides in Los Angeles with her husband and two children. In her free time, she enjoys gardening, working on cars, playing tennis, and cooking.

Melanie leads firm-wide standardization initiatives across EY Law’s US client engagement teams nationally. She has provided immigration counsel to clients across industries and sectors, including arts and entertainment, sports, higher education, mining and metals, architecture, finance, information technology and professional services. Her leadership and direction continue to support the lifecycle for hiring, staffing, and deploying foreign talent while remaining compliant with USCIS and DOL regulators.
